The Tribal Housing Capacity Development Project (THCDP) provides free technical assistance, training and other capacity development assistance to federally recognized Indian tribes to enable them to better plan and implement housing projects and programs – individually and jointly.  THCDP is funded through a USDA Rural Community Development Initiative (RCDI) grants that cover 50% of project costs. Additional enerous financial and/or staff support is provided through Bank of America, CitiBank, CalHFA, HCD, Corporation for Enterprise Development Innovations in Manufactured Housing (I’M HOME), Federal Home Loan Bank of San Francisco, Housing Assistance Council (HAC), Mercy Housing, Rural Communities Housing Development Corporation and the USDA Rural Development.,

Through THCDP, CCRH, and in partnership with our partners Northern Circle Indian Housing Authority (NCIHA), Rural Community Assistance Corporation, California Human Development Corporation (CHDC), Mercy Housing  and Rural California Housing Development Corporation has assisted tribes secure new grants, plan and implement new housing projects, form partnerships and develop staff and  council skills and knowledge.

Accomplishments:

After several years of hard work and persistence, Northern Circle Indian Housing Authority (NCIHA) has successfully established the first Native American-based CHDO in California: United Native Housing Development Corporation (UNHDC).  UNHDC has been certified by the California Department of Housing and Community Development (HCD) and awarded an $800,000 HOME grant to develop affordable homeownership units in Lake County.  NCIHA has been both a partner and recipient in CCRH’s Tribal Housing Capacity Development Project (THCDP) which has provided capacity development support technical assistance and training to federally-recognized Indian tribes in Lake and Mendocino Counties through a USDA Rural Community Development Initiative (RCDI) grant.  Follow this link for the full story in the Ukiah Daily Journal: http://www.ukiahdailyjournal.com/ci_13863913

CCRH is particularly proud of the accomplishments of NCIHA and the tribes that have participated in the THCDP initiative.  Some of the highlights since THCDP was launched in 2007 include:

  • CCRH:   $10,000  CitiBank grant to conduct regional Native American Housing Workshops
  • Laytonville Cahto Tribe: Secured 7 FEMA HUD-code manufactured housing replacement units
  • Laytonville Cahto Tribe: $1,000  CFED I’M HOME manufactured housing specialized consulting
  • Laytonville Cahto Tribe: with CCRH’s assistance, the tribe secured a $70,000 AHP Grant for 7 new rental housing units
  • Northern Circle Indian Housing Authority:  $100,000 California Homeownership Preservation Initiative grant from the California Reinvestment Coalition
  • Northern Circle Indian Housing Authority:  $35,000 Bank of America grant for a first time homebuyer education program
  • Northern Circle Indian Housing Authority:  $50,000 Manufactured Housing grant from the CFED I’M HOME Program
  • Redwood Valley Band of Pomo Indians:   $300,000 HUD Rural Housing Economic Development (RHED) Grant for housing development
  • Robinson Rancheria: $300,000 HUD Rural Housing Economic Development (RHED) Grant  for mixed use housing development
  • Scotts Valley Band of Pomo Indians: $10,000  CCRH Rural California Asset Development Award for an Individual Development Account program
