Fractional units required under the 20% affordability may be compensated for as in-lieu fees; three- and four- unit developments pay in-lieu fees rather than build affordable units, while larger developments buid affordable units and pay in-lieu fees for any fractional units. See section 18.040.090 of the ordinance for qualifying for fees in-lieu of non-fractional requirements.
