MapWindow - Free Desktop GIS
MapWindow is a free, Open Source desktop GIS program with a straightforward interface that allows users to directly manipulate map elements and data, giving more control over maps than the simplified GIS web applications on which we currently provide training. It could be used as a viewer with more end user control or as an advanced desktop GIS. MapWindow was developed to address the need for a GIS programming tool that could be used in research and project software, without requiring end users to purchase a complete GIS system, or become GIS experts.
